Prof. Mwape is currently the Director General of ESAMI. Before that, Prof. Mwape held various positions at ESAMI ranging from the Director of Policy Analysis, Research and Public Sector Management, ESAMI Resident Representative to Zimbabwe, Mozambique and Kenya. He was formerly the Deputy Director General of ESAMI.He teaches courses, and supervises students in MBA and DBA programs.
Prof. Mwape has trained and consulted extensively in the sub-region. He was the team leader on the Institutional and functional analysis consultancy for the Department of Energy in the Vice-President’s office, Tanzania and National Environmental Council of Tanzania (NEMC). He was the project advisor for the consultancy on installation of performance management systems in five social ministries of the Government of Tanzania. This was a World Bank funded project involving service delivery survey, self-assessment of each ministry, developing strategic plans, annual operational plans and performance budgets, annual work plans, open performance review and appraisal systems, developing client service charters, monitoring and evaluation systems.
He was the lead facilitator for planning retreat of Executives and professionals of East Africa Community (EAC) Secretariat (2003). Among the issues covered in the retreat include application of Business Excellence Model in self-assessment and performance improvement planning, development of individual operational plans and annual work plans. Prof. Mwape was project advisor for consultancy on institutional assessment of Inter-Governmental Authority on Development (IGAD). The assignment was to evaluate the performance of IGAD from point of view of all key stakeholders-including member governments, donors, civic society, citizens and IGAD Secretariat itself. The vision, mandate and mission of the organization were reviewed including the strategies, systems, and processes.
Prof. Mwape was Team Leader on “Quick Wins” (service Delivery Improvement) consultancy done for the Government of Tanzania. He wasproject advisor for the “ Quick wins” consultancy for the government of Mozambique. He is also the program lead facilitator of the following programs conducted by ESAMI:
